In accordance with the idea of overall prevention and control and face-to-face point protection, and in accordance with the principles of "outer circle protecting inner circle, inner circle protecting core" and "strict and key control", they should urge the sending enterprises to strictly implement the safety guarantee requirements and strictly prevent illegal elements from using the delivery channels to illegally transport dangerous goods. When entering Beijing, we should strictly prevent the occurrence of major safety incidents in the delivery of prohibited consignments in violation of regulations, and the occurrence of major production safety incidents and mass incidents within the industry. To urge the delivery enterprises to strictly implement the "three systems" for safe delivery, and focus on blocking prohibited consignments involving guns, explosions, yellow, non-yellow and dangerous chemicals.
During the period from February 26 to March 15, all localities should strengthen the security inspection measures for mail (express) items sent to Beijing, cover or paste security inspection marks one by one, indicating the security inspection units. To urge the sending and delivery enterprises to do a good job in risk points and hazard source investigation and control, highlight the potential fire hazards in densely staffed places and the safety management of transport vehicles, and strictly prevent the occurrence of production safety accidents such as vehicles, fires, electromechanical and falling accidents. Supervise and guide the sending enterprises to investigate and resolve all kinds of contradictions and disputes in time to prevent mass incidents. Strengthen propaganda and guidance, strengthen public opinion response, and create a good working atmosphere of delivery security. We should intensify law enforcement, inspection and accountability to create a high-pressure situation. The postal administrations of Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Shandong and Liaoning provinces (districts and municipalities) should strengthen information exchange and coordination, jointly strengthen the safety supervision and law enforcement inspection of delivery enterprises in the adjacent suburbs of Beijing and the border areas around the provinces, and focus on building a safe "moat" defense line around Beijing. The Beijing Bureau should urge the sending enterprises to strengthen the safety inspection of postal (express) items. During the period from February 26 to March 15, the sending enterprises shall carry out the "second security inspection" in the processing center for the incoming mail (express) items, and all the mail (express) items without the security inspection mark shall be returned without transit delivery; for the mail (express) items sent to the key parts such as the residence of the representatives of the CPPCC and CPPCC, the residence of the central leading organs and the important units along Chang'an Street, they shall cooperate with the ministries of public security and national security. "Three security checks" are carried out before the door is delivered.
